Shenzhen is composed of nine administrative districts, one new area, and the Shenshan Special Cooperation Zone in Shanwei. While all 11 areas share Shenzhen’s defining spirit of innovation, each has its own unique characteristics. This page is devoted to the latest developments in Bao’an, a rapidly rising district in northwestern Shenzhen. Situated at the geographical center of the Guangdong-Hong Kong-Macao Greater Bay Area, Bao'an positions itself as a dynamic and competitive district at the forefront of the city’s development.

BAO’AN District announced plans on April 10 to become a national leader in fostering innovation. The district aims to achieve this by creating extensive opportunities for new technologies and products to be tested and implemented in real-world settings, a concept officials describe as becoming a “benchmark district with fully open application scenarios.”

This initiative is designed to accelerate the growth of advanced, high-tech industries, often referred to as “new quality productive forces.”

Starting this year, Bao’an plans to open over 100 innovative application scenarios and unveil more than 1,000 new technologies, products, and solutions annually, according to Wang Lingyun, director of the Bao’an District Development and Reform Bureau.

Elaborating on the initiative, Wang stated, “The traditional approach of distributing subsidies can no longer meet the developmental demands of new quality productive forces. We have shifted our strategy from purely offering incentives to creating opportunities through scenario building.”

In the future, Bao’an will focus on three key fields: the low-altitude economy, intelligent manufacturing, and smart city development.

For the low-altitude economy, Bao’an has launched the Urban Air Mobility Operation Demonstration Center and built 121 takeoff and landing points for 137 flight routes. To date, 258,000 drone-based cargo missions have been completed in the district.

Future expansions will cover smart delivery, urban governance, emergency response, and eVTOL commercial transit, positioning Bao’an as a premier demonstration hub for the low-altitude economy.

In the field of intelligent manufacturing, Bao’an will support enterprises in accelerating digitalization efforts and upgrading technologies and equipment needed for scenario innovation. Additionally, the district aims to establish a batch of leading intelligent factories.

Regarding smart city development, the district has deployed a medical AI system in nine hospitals and 220 community health centers, serving nearly 5 million residents. Bao’an will continue enhancing capabilities in smart logistics, intelligent transportation, and digital governance while expanding AI application scenarios.

To achieve these goals, the district will provide policy support, resources, and space for companies and startups in related fields, according to the briefing.
